Has anyone else encountered this bug. WatchOS 8.5.1. Happens on an S6 and an S5. Both were set up as new. I’ve been hoping the software updates would fix it, but they seem to be enabling it. That is, the fix on my end is to delete all the music from the Music app in watch settings and reinstall it. After the latest update it’s back. I’ll try to go for a run and see that the playlist isn’t downloaded anymore.
It’s tedious and dumb and not something I want to have to monitor. I just want to be able to go for a run and not bring my phone. I realize the cellular function would obviate this issue, somewhat, since I’m not always in cellular range, but I don’t want to spend more money just to work around this problem and I don’t need that functionality at all anyway.

Thanks @HDFan. I wasn’t aware of that. That’s a dumb limitation to impose but now I know. It’s amazing the notification doesn’t just say “hey you’re limited to 8gb and you’ve exceeded that” instead of being vague.

If you save a playlist that has over 8gb's of music apparently it will work. At least that's what was mentioned in this thread:
I've never tried but you may want to.

Thanks. Yeah I’m getting caught up on the limitations and work arounds. What’s really confounding me is that all of my music is being offloaded when I hit the threshold. And there is no way to see in watch settings how much storage is being used by music. I can’t even estimate a playlist size from my iPhone. I think I need to do this on a Mac or PC.
