Not really = ...by using a plastic form factor Apple is saving a lot of $ in producing these phones. This is going to be the entry level iPhone, it will come in only one memory size either 8 or 16 GB. They will make it so the iPhone 5 will still be an upgrade from the 5C, available in two memory sizes, depending on where 5C starts, either 16/32 or 32/64 GB. Perhaps the 5C will have less of a camera, or some other feature I'm not thinking of.

4S/5C/5S would be 3 form factors
5C/5/5S would be 2 form factors
from a business perspective, it would not be practical for apple to have 3 form factors, (3 manufacturing processes).
They are introducing two new phones to simplify the lineup and speed up dropping 30-pin connectors. I see zero chance of apple continuing to make products that use the 30-pin connector. ...I think it'd be funny to have a funeral for the 30-pin connector sept. 10.
