On both my iPhone and iPads when I want to send an email to the junk or spam folder, it is greyed-out. Did not used to be. How did I fix?

If the email is in the Inbox already, why allow a move there? Drafts is a special purpose folder. Guessing same for junk/spam folder on AOL.

On my primary Gmail account, Drafts and Inbox are grayed out for an email in the Inbox. Moving the email from Gmail to iCloud allows any folder but Drafts. Outlook is entirely grayed out.

So, imo, not the app's problem, limits set by the service/server.

(ADD & guess: in the case of Spam, most likely AOL wants you to use their app/website and click on the "Mark as Spam" item for the emails, to trigger spam reporting/tracking on their end; moving to Spam might be doing nothing in regards to notifying their filters)

Not trying to move my inbox mail to my inbox. I am trying to move new mail/spam to my junk folder but am unable to do so because it is greyed out and will not allow me. Right now I have to swipe to the left and pick move and then pick junk. I have talked to AOL and they say they have no control on greyed out junks folder. I even called again and they sent me to an AOL mail service supervisor and he said there was nothing they could do about it as it was not under their control.

What is sad, I was able to do this for years without any problem, about two years ago, the junk folder was all of a sudden greyed out. I have deleted and reinstalled my email account multiple times but still have junk greyed out.
 
Try pressing on the email for a preview and see if you also get a menu that pops up. Mine does this with Yahoo email and in the menu is the ability to mark the email - which I use and it sends it to the junk folder.

At least on iPadOS 15.6 you open the mail in question, tap the reply-arrow in the lower right corner, and select e.g. Move to Junk.

Or you select multiple mails via Edit and move them then from the inbox where ever you want.

when I hold my finger on an email, I get the option to move, hit move and junk is greyed out!

I can just swipe to the left, select more, select junk and that will do it. I prefer doing the way I did it for years but now I can not. It is not the end of the world but would like to know what happened to start greying out my junk folder.

Are you getting a preview of the message or is it opening up completely?
 
This is what I get when I lightly touch the email. You can see the option to "mark" it which then gives me more options and one is send it to junk. This is how it works on my Yahoo account and it may work different on other accounts.

Mine does basically the same except when I get to Junk, it is greyed out and non-selectable.
