Correct me if I'm wrong, but you can't call anyone with an iPad.
So, it's not a big iPhone, it's a big iPod Touch.

they can use vonage, skype or google voice with it, so yes it could act as a phone actually but it would be either with a connected headset or be a really big speakerphone.
