Why when I have screen time limits set, can I just hit “ignore limit?”

Where can I go to change this setting? On my granddaughter’s phone, I set screen time limits, but it just pops up and lets her ignore the limit, and I cannot figure out why.

I’ve set up parental controls on multiple devices. I did just figure out that you have to block it at the end of the limit, and I had forgotten to block it, but this is weird - her you tube kids app has a 15 minute/day limit, and she has passed that limit because it wasn’t blocked, and it is STILL letting me open it.

IDK what’s up with this. It’s weird.
