why won't iWeb work

I want to play around with iWeb, but it won't let me create a new site or page. All of the buttons, and menu options are grayed out. Nothing, including restarting has fixed iWeb.

Can anyone offer any help? 😕

Thanks. The iPhoto thing didn't fix it at all, so I guess I will have to do a reinstall. Oh well.
