My wife upgraded from 7Plus to the Xr two weeks ago. Immediately, the new phone had a problem with the volume of the caller. You could be in a conversation and, suddenly, the caller volume dropped about two-thirds. Barely audible. You had to have around for the volume to come back to normal.

Took the phone back to the Verizon store the next day. They replaced it with another new Xr. Same problem.

The first phone was setup with a restore from backup. So, the second phone was setup as a new phone.

We have a Genius Bar appointment this Saturday.

Does anyone know of something that could cause this before I drive 50 miles to the Apple store?

It’s not the phone. Two phones doing the same thing? It’s user/environment. Is she signing in to iCloud?

Updated to latest iOS before setup in the store.

Happens in all areas. Same areas where previous phone, and my Xs, work perfectly.

Yes, iCloud in signed in. All contact, pics, etc. came across just fine.

I feel both phones could be defective.

Long shot but my XR dropped calls when I first bought it and disabling wifi-calling solved the issue. I know this isn't your exact problem but worth a shot?

Probability of the same user receiving two phones, doing the same exact thing - highly unlikely that it's the phone. Once, maybe the phone. Twice, not the phone.

Don't sign into iCloud and don't use the same sim. Setup as new.
