Wife’s profile on iMac and photos iCloud.

Not sure what occurred. But my wife’s profile using our iMac has downloaded all her photos to the iMac locally. It’s approx 100GB according to about > storage.
What settings do I need to have configured so that her photos are kept on the iCloud and only accessible from the iMac? Many thanks.

I just followed the steps in the image you posted. But it still shows it being stored locally.
