Basically what I'm looking for is an app that is similar to WiFinder but will automatically connect to the strongest signal it can find in the background without user input.

It would be nice while traveling and not have to worry about looking for open networks. Just open up Safari and if it found one great, if not keep walking around till you do.
 
Official (from the App Store) third party apps can't operate in the background. It's against Apple's rules.

There are several that will test the strength and accessibility of WiFi, but you have to open them.
