Does anyone have any experience of actually using this feature called Wifi calling? I was under the impression that if you have wifi calling on your watch (Ultra 3) enabled and dont have have cellular subscription and watch is connected to wifi such as in a Wallmart, Panera you can make calls over wifi. It worked in the past with my seies 6 without cell subscription.

if you are absolutely positive that the watch is indeed connected to wifi, I suppose it is possible that said wifi has wifi calling disabled? next time try it with your phone as it should be easier to troubleshoot
 
It's certainly possible that public wifi such as Walmart or Panera are blocking it (intentionally or unintentionally) - I've not tried using wifi calling from those networks.
