My friend is going to be in the hospital for an extended period of time so I thought Id let her borrow my iPad. Unfortunately the Kaiser she's in doesn't have wifi service. I've hear of "wifi cards," but I know nothing about them. Are they a viable option? Another option would be to sign up my 3G
service for her. It'd be slow, but maybe she could do a little Internet browsing...appreciate any input!

You mean like a Mobile Hotspot? Those just provide a bridge between WiFi devices and a 3G network, so it wouldn't really be any different than just signing up for 3G service on the iPad itself.
