Wifi hotspot on iPad 2?

I want to set up wifi hotspot on my iPad 2, running IOS6. Is this possible? Can't find any way to do this in Settings.

I want my MacBook Air to be able to use this.

Only iPad 3 can do this without jailbreaking.
