Wifi on but safari can't load webpages

This happened one of the first few times I used my MacBook Pro and restarting it fixed it. Was this a MacBook Pro issue or the router/signal issue?

It happened just after I used HDMI and disconnected it if that makes any difference.
 
The only time I saw the similar issue was cause by VPN profile. Once, I deleted the VPN profile the problem went away in my case. Not sure if that will help?
