Yes, you have to pay activation fee and it costs 35 dollars.
You have to have a debit card. No cash and no credit card allowed.
AT&T will be charging 35 dollars a month for your wi-fi plan.

Oops sorry. AT&T will charge 36 dollars for an activation fee not 35 dollars. My mistake.

To the original poster... No you would not need a data plan at that point, it would be irrelevant. You would then just be able to access the Internet when you were in range of a wireless/wifi signal.

Okay, enough with sarcasm.
In order to pay for AT&T 3g plan, you need have a device that has AT&T 3G radio built in. Wi-fi model doesn't' have that built in. So, AT&T cannot charge you.
It can be upgraded later though. You just have to send it back to apple at an extra cost. Just like how Motorola Xoom has 3G built in and can be shipped out for 4G upgrade.
