so back in the day I had the first gen Apple Watch. I remember if I was out of reach of the phone it would automatically use a WiFi signal if there was one. I ended up selling it a couple of years ago but recently picked up a series 4. I’ve had times at my work and home etc where it has been out of range of my phone but not switched to WiFi. Has this feature been removed?

No, If your iPhone knows the WiFi SSID and codes, your watch will connect (unless there is a captive portal)
And I believe it will also only work on the 2.4 GHz band. So if you have different SSIDs for your 5 GHz vs 2.4GHz bands, and your iPhone has only ever connected to the 5GHz band, then your watch won’t be able to get on.
