Wifi sync not working if iPhone 5 is sleeping

I noticed on my iPhone 5 that if its sleeping, iTunes wont see it until i wake the phone.

I also have an iPad 3 and iTunes see it when his sleeping.

Not sure if its a bug or by design.

Anyone notice this behavior?

syncing is so sketchy anymore I have to start it manually. plug the phone into usb and ipad into power neither one sync most of the time.

I've found WiFi on my iPhone to be utterly abysmal in terms of maintaining a network during sleep.

If I take it out of my pocket and wake it up, it can be many minutes before it will pop itself back on a known network.
