What is the latest version to work on a iPhone 4 ? (Not 4S)

Does iOS 8.1 work ?
If not - Is it worth upgrading to the latest iOS 7 version to work on iP 4 ?
Or will it be slow ?

iOS 7 is the latest that will work on the iPhone 4. Many people report that iOS 7 makes the iPhone 4 slow to the point of being unusable, so you may want to reconsider this.

I advise to stay on iOS 6 for iPhone 4.

It's better than 7.0, but still worse than 6.1 (as far as performance/stability goes). That said, there are security and other fixes in iOS 7 that aren't in iOS 6 for iPhone 4, so there's that to consider too.
