I have an old 20" Apple Cinema Display that I'm currently using with my 2009 Mac Mini.

Will this monitor work with a newer 2014 - 2018 Mac Mini running Catalina?

I don’t see why it wouldn’t, but Catalina won’t allow adjusting the brightness via System Preferences > Displays.

For a 2014 Mini, a MiniDisplayPort-to-DVI or HDMI-to-DVI adapter is necessary.
For a 2018 Mini, a USB-C-to-DVI or HDMI-to-DVI adapter is necessary.
 
Isn't that a 20" ADC monitor pictured? It will work but you will need the ADC to DVI adapter, and whatever else from DVI to whatever your computer takes. I've used a 22" ACD with ADC on newer Macs and on PCs. It can be finicky at times and doesn't seem to like some OSs with some adapters. I've literally used it with the same adapters on MacOS, Windows and Linux and had varying degrees of success depending on how it was connected.

Yes I have a 20" ADC monitor. I have the ADC to DVI adapter which enables it to work with my 2009 Mini. I want to connect the 20" ADC monitor to a 2014 Mac Mini. Does the 2014 Mac Mini have the mini DVI port?
