Will a mac pro basic encode faster than mbp

    You haven't supplied enough detail to answer that question. It depends on the hardware in the MP and the MBP.

    It is going to depend on the software you're using, but probably not.

    The base MP is ahead of the base MBP, but a fully spec'd out MBP would be pretty close to the base MP.

    Any of the 15" MBPs this year smoke the base MP

    ^^ Yes. 10-20% faster on multithreads than base Mac Pro 2.8GHz. But laptops and iMacs will be way louder when doing it for long periods of time. You won't ever hear the Pro's fans.

    I can attest that both posters are correct. My 2010 base MP is a hair faster than my 2010 i7 MPB encoding via HB. You will need to upgrade CPU to 3.33GHz six-core to see appreciable difference, as I plan to do within the next two weeks or so.
