Will a Verizon LTE iPad III work on wifi without "activation"?

I am close to ordering a new iPad, either strictly wifi or with verizon LTE. Will order direct from Apple. Unsure whether I should go for the extra $130 or so and get the LTE model. I am assuming I can do so and not activate the LTE with Verizon when the unit arrives, and simply use everything on the machine, other apps, et cetera, with the built-in wifi capabilities. I'll leave the LTE unactivated.

I'm figuring the LTE built in will make the unit more valuable if I resell it sometime in the future, but this is just a wild-assed guess on my part.

You don't have to activate the 4g LTE feature! You can use it anyway you'd like! I plan to pre pay for a month very soon just to try it out, but I don't have to. I say buy the 4g model and don't look back. Saying you can afford it and you plan to use it. Happy trails!
