Will an mSATA SSD connected to a Mac Pro 2008's PCIe port allow SATA 3 speeds?

Dumb question perhaps, but is any of the PCIe ports on a Mac Pro 2008 (3,1) fast enough to let a SATA 3 SSD run unthrottled?
