iPod touch Will Apple again sign lower SHSH?

So,about 2 weeks ago when the Dev Center was hacked,Apple was signing iOS 6.0.1 SHSH blobs.At the time i was asleep,on a trip,limited 3G data plan and with a 2001 laptop

I am just now reading that Apple again has some problems with the activation service.Will it sign lower firmwares again?I am stuck on 6.1.3 with invailid SHSH and semi-tethred jailbreak -____-

Shouldn't it be possible to contact Steve jobs via iGhost (in cydia) and simply ask him for the encryption key?
