my mom works for the government and they gave her a locked down iPhone 7. No iCloud password can’t download apps etc. also, no personal phones allowed in the building. They do however allow her to bring in her iPad mini cellular with a case that covers the camera. It’s rediculous you can’t pair to an iPad. I understand this case is unique, but there’s many other instances, where pairing to iPods etc would be helpful. Like certain places like schools you can have a device without cellular. Same when I was in the Air Force.

No, I don't forsee Apple ever allowing the iPad to have its own native application. Mainly because the iPhone is a mobile cellular device that is the primary for the Apple Watch given it operates in tandem for obvious reasons.

Right, but the majority of iPads used Are Wi-Fi based versus the cellular model. Not to mention, we know how mobile the iPhone is, which is exactly why the Apple Watch is paired with intially, because the Watch is Mirroring the iPhone, at least that's how it was from when it first launched.

Yes but it currently is only for data usage on the Cellular iPad models. If the iPad had cellular "voice" support then it would make perfect sense to allow you to pair a watch to it. Maybe in the future but not likely in 2018.

The current design model is the iPhone and the paired watch both have a voice and a data plan. Yes, there are 2 different phone numbers that is where the number sharing feature comes in to play to make it seamless to take calls from the iPhone or the watch.
