Will Apple Notes ever be on AW?

Why isn't there still no Apple notes app on the AW?

I would love to be able to dictate ideas or grocery list into the app and access it on all my other devices via iCloud.

Is there something holding Apple back from providing this no brainer of a solution?
 
I too would like to see Apple Notes on the Apple Watch. For now, we have to make do with creating a Shorcut to dictate a note into Apple Notes.
