Authorities are saying they can't get into the Texas shooter's phone. What if the FBI held up Face ID to a dead guy's face, does that work if they tape his eyelids open?

The only way to answer that question would be if Face ID was tested on a deceased individual in this scenario you gave.
 
Whats different from that and just using his fingerprint for touch ID? Most of them have just the PIN required so touch ID and Face ID would be useless.

Because in the ridiculous MacRumors scenarios to justify Face ID vitriol, the dead guy lost both of his hands but his face was in perfect condition. Therefore Touch ID is better, more secure, and faster.
