I'm signed up for the OS X public beta, but I've never been able to get the link to appear for the iOS beta. Is it because I never sent feedback for OS X and got flagged as not helpful? Is there anything I can do to make iOS betas available?

I'd wait for the 9.0 Public Beta. They will probably open up a lot more participant slots when that drops.

I am wondering the same thing. I signed up for the OS X Beta the moment sign ups went live and have still never seen the iOS button.

Your best bet will be to start submitting OSX feedback.

I think those selected were picked at random from those that left feedback on the Yosemite beta. (For the 8.3 & 8.4 betas anyways)

I reported one or two bugs, but I've also read that people got in who didn't
