Will I ever notice the difference between the i7 2018 and i7 2019 13" MBP w/ TB

No, only 100 MHz faster clock speed, same cache, same cores.

edit: but it does Turbo Boost 300 MHz faster, which provides for a better single core performance score on Geek Bench 4.

True, but if you get the 2018 and have it replaced it will be replaced with the 2019.
