Will iOS 13 beta updates be ota?

It's likely that a developer Beta Profile will become available alongside the public beta launch so once you install it you'll no longer need to continue with the ipsw method and can update OTA

This. Apple is really trying to prevent non-developers from installing the beta for now, so I think it will be OTA with the plublic beta like johnyslats suggested.
Yes, Craig Federighi has apparently responded to someone's email, to say that OTA updates will come alongside the first public beta.
This is probably because the lack of OTA updates is specifically to strongly discourage people from running iOS 13's first beta as a daily driver. ; )

Interesting then if they don't even offer OTA for people that already have it installed.

I'd say Apple will just release an updated IPSW file for the next beta instead of OTA, or release second developer beta alongside public beta, as well as iOS 13 beta profile.
It makes me laugh because its still very easy to install the beta if you're not a developper. If you're interested in beta softwares chance are you know how to google it and install simple IPSW via iTunes.
