Bandwidth isn't a theory; it's an actual thing. Read up on bandwidth and you'll understand why they can't have millions of people downloading gigabytes at the same time.
 
That's because I'm pretty sure the limit is set to 5mb or 10mb for most carriers.
So we've never actually seen an OTA update like that and still don't know for sure. It could be set to 1 MB or even less. Effectively given the likekyhood of updates being over such small sizes we won't be seeing them over a cell connection just as we haven't seen them so far.
