Drop frames? I'm not sure what you mean by that, but for me. I've not experienced any unusual issues, my apps all work as expected, smooth and buttery.

8.3 b2 runs quite well on my 6+, not so good on my Air. My only complaint on my phone is it sometimes gets stuck in landscape mode when I double-click the Home button. On the Air, Safari runs terribly. Especially when viewing this forum. Half of the screen doesn't appear right away, then redraws in a herky-jerky manner. Very unpleasant.

I have 8.3 for a few weeks and my iPad (3rd gen) always have around 600mb free memory (using SYSTEM ACTIVITY MONITOR). I don't see any memory issue. It's sometime laggy in some app, been like that a few years, nothing specific to 8.2, 8.3

Have been running 8.3b2 since the hour it came out. Not a single memory issue. Might be something wrong with your specific installation/device.

this issue exists really
I don't doubt it, but I've not experienced it.

Is it on iPhones (I have the IP6+), or iPads? Perhaps my model hasn't had this issue, or the apps I use don't push the phone to the point where its a problem.

It's quite hard to tell if 8.2 actually fixed the issue yet since it's been out for less than a week but I think I know what memory issue you mean.
