That's debatable. Many people including myself see the 4.7" iPhone 6 as mostly a 5S with a larger display. Added a bigger screen was more of catching up to regain market share from Android...not really and leapfrog feautures that we have been used to seeing. I think you could still call it a "big" update but it was still a safe one IMO.
If you read his response, he's making the implication that the update was the opposite of "conservative." No false dichotomy here.

That's half the story. IOS while incoparating features that my Nexus 4 had 2 years ago, is showing a sudden shift in Apples direction to developer control such as opening up TouchID and having app extensibility etc.
That's VERY exciting to see when Apple was traditionally locked down.
