Will iPhone 3G S come preloaded with 3.0 Software?

I won't have an internet connection at work but I'll be syncing it for the first time at work. Will I need an internet connection? or will it come preloaded with 3.0

also, will I need the internet to activate the phone? or can I just pop my sim in

My guess is it will come with 3.0, but I'm pretty sure you'll need an internet connection to activate it regardless.

I just realized its not too big of a deal, I could leave work and go to a starbucks for internet
