No, Handoff lets you send files between Macs and iOS devices. Handoff is just one feature of Continuity which also includes the calling and text sharing features.
 
It was better last year when Apple released that table of all the new features stating exactly which features would be compatible with which device. I don't know why they didn't do it this year.

Phone calls and SMS across all devices is another feature of continuity. Handoff id also a feature of continuity, and so is instant hotspot and airdrop between iOS and OS X. So basically, the 4S (based on what people here have said) should get some, but not all, continuity features.

Thank you Mate and Paddle1. I just know 4S has Bluetooth LE which is another requirement of handoff, but still annoyed as to why Apple won't let it have handoff.
 
Now that we have the GM, does the 4S get continuity at all?

So now that the GM is out and the public release is tomorrow, is continuity working at all on the 4S? Apple's web site says it isn't available for 4S, but supposedly there are still setting for it on the 4S. Anyone know whether or not the 4S will be getting phone call and SMS message continuity?
 
As far as we know, prior to Apple disabling it on all devices, SMS relay was working on devices such as the 4S, iPad 2 and iPad 3 that Apple said were not receiving handoff. Phone calls may still be working but I'm not overly sure.

For now I would hope they are included when the feature gets turned on in Octover, as there is no real reason why they wouldn't be.

I can confirm that calls do work (great feature) but on the 4S there is no 'handoff' option in the general options menu. Is this just Apple stifling old hardware, or is there a genuine reason it cannot work?

The phone call thing is cool- it even works when my phone is upstairs charging.

Awesome I got the phone call feature to work. It is really cool and convenient. So I'm assuming that the sms relay will also be available to the 4S when the feature gets released in October???

I'm curious if this works as well. I don't need the Handoff for apps really, but having text/iMessages and phone calls come through from the 4S would be really nice.

I'll be disappointed if they don't allow for this. They seem to restrict features that the device isn't going to be good at handling, but lately I'm not so sure. I hope they don't restrict it just for the sake of providing incentive to upgrade.

I'll stay on iOS 7 if not. No point in taking the performance hit without the features. ;)
