As iOS 4 update will be available tomorrow, when will the iPhone SDK 4 final version be released?

Does it mean that developers can download the final version of iPhone SDK 4 from iPhone Dev Center tomorrow?

PS: It's already "tomorrow"---6/21 in Japan😀

Actually I only have a free membership now, so I can only download iPhone SDK 3.2. As my iPhone has been updated to iOS4, I really hope that Apple can provide the Iphone SDK4 freely to all developers tomorrow.
