I am trying to sell my iPhone 4 on eBay and think I might have misrepresented the phone. When AT&T unlocked my phone will it work with all carriers? I need to cancel my auction if it won't. Apple sells unlocked phones but they won't work with Verizon or Sprint they say.

Not with CDMA carriers. (i.e. Sprint, Vericrap)
 
Should I take the SIM card out before I sell it? I mean, does it have any personal info on there?

Yes, take it out.
Some SIM cards can store contacts.
I have all my important contacts on my SIM (family, close friends) just in case something bad happens and my iPhone is not working.
I can pop the SIM in any phone and see the contacts.
(You can do this with the iPhone - Settings / Mail, Contacts, Calendar / Import SIM contacts)
