Will o2 UK unlock my non-o2 iphone?

O2 UK is offereing unlocking service for £15. Will it work on my non-o2 iphone 3gs?

Doubtfull.

You need to give them your O2 phone number and IMEI number for them to check if it can be unlocked.

It is free for phones on a iPhone contract and PAYG phones have £15 deducted from their credit.

It's a network lock. If it's anything like Australia you'll have to take it to the carrier it's locked to, or a phone repairer who knows how to get passed it.

Just check your carriers website. Easiest way to start.
