Series 3 will not get watchOS 9 but it is still in Apple Store. If someone buys it today, can he/she even use it with coming iOS 16, 17? Seem like so risky to buy Series 3 now since it can suddenly become rubbish after 1 or 2 years.

I guess the coming new cheapest Apple Watch (may be just SE) will be much more expensive than Series 3 price. If Series 3 still can connect to latest iOS for like next 5 years then it is still a good deal.

I think the quesion was if AW Series 3 can still be used to transfer motion data and receive notifications even if stuck on watchOS 8 while iPhone is upgraded and to iOS 16.

Since Series 3 is stuck at watchOS 8, it's a dead-end product. Apple should have stopped selling it the moment watchOS 9 was announced. Really, they should have stopped selling it last year.

It’s time for you to upgrade to Apple Watch SE it’s time
 
Keep in mind, Series 3 will continue to work with future iOS versions for a good while. S3 will definitely work on all iPhones running iOS 16. It's just that S3 will not get the newest watchOS.

Series 3 is so slowed down by “software updates” that the only thing it’s good for is the clock app. Everything else I try to do with it “times out” after acting like it’s trying to do something for five minutes.

When you buy Apple Watch it ought to say in inspector gadgets voice when you open the box , “THIS PRODUCT WILL SELF DESTRUCT”
