As the surface of my intel based mac mini/macbook pro will get hot over time especially during heavy tasks. I now purpsely set my mac mini CONSTANT fan speed to 3k rpm (maximum allowed 4400). and i set my MBP at CONSTANT fan speed 5000 (maximum allowed around 6500).

it indeed make my mac mini/macbook pro cool and almost no heat at all. however, will this reduce the lifespan of the fans by a lot?

if yes, is it costly to replace the fans?
 
It should lower their life due to them never getting to spin down. Perhaps a good cleaning/blowing out will help.
 
When I was rocking a 2011 MacBook Pro I had the fans set to a minimum of medium just to keep the thing from overheating like they were famous for and in the five years I had that machine I went through 3 fans. Same failure in all three (bearing) and I just replaced the fan with a OEM one every time. they were cheap at the time and me keeping the fan speed up a little was the only thing I could do and even then the machine idled in the upper 60s most of the time. my current 2016 MBP has a much better cooling system and I haven't had to mess with anything so I cant speak to more modern Macs.
