1) Will Sierra install on a pcie drive Mac with El Capitan change the file system to APFS

2) Will Sierra install on a SATA SSD drive Mac with El Capitan change the file system to APFS
 
You can install macOS Sierra on a HFS+ volume. High Sierra requires APFS on the boot volume and will convert the boot volume on install.
 
Sierra does not use APFS, rather it still uses the old HFS+ filesystem. High Sierra was the first to introduce APFS, and it was only made mandatory in Mojave. IIRC Sierra can read and write to APFS, but El Capitan can't.

So to answer your questions, no. Sierra will not change your filesystem to APFS as macOS didn't have that capability yet.
