T-Mobile versions which come unlocked and you can pay full price for... Yes!

The difference between the two isn't really anything. But Apple usually doesn't sell "sim free" models until a couple of weeks in.

The T-Mobile version is only unlocked to gsm not cdma networks right?

AT&T and T-Mobile iPhone 8 models lack CDMA capability (i.e. intel modem because Qualcomm patent licensing dispute with Apple). The Verizon/Sprint model iPhone will be closest to SIM free.
