Will system apps automatically be reinstalled on iOS reinstall?

I want to delete certain system applications from my iPad (jailbroken). If I sell my iPad right before iOS 7 comes out does it automatically restore those applications or do I have to manually do that?

You will have to restore it via iTunes for those applications to return to the iPad.
