I doubt it, all the GPU options are at the low 35W point and should act very similarly. Throttling has not been reported as an issue on any review of the 2016 15 inch MBP that I have seen.
None of the gpus throttle, and for cpu the thing with skylake is thst they can run at 100% much longer than the cpu in 2015 model, thats why these latest macbooks are faster to render video
