Will it be possible to use the iPad Pro & Pencil as a Wacom Tablet alternative and use it on a full fledged OSX Mac? I know we currently do not know the latency of writing and obviously most app solutions that currently allow you to use an iPad as a mouse have lag, however that would be a great reason to pick one up if it was comparable to a Wacom and could be used with a desktop version of Photoshop.

No, nothing we've seen would suggest this will be possible. If this were a feature of the device Apple definitely would have said something about it (would be a big deal).

I'm sure there will be 3rd party software solution available eventually, but as you pointed out these systems add latency. The software would have to stream video to the tablet and send input back over LAN. If you look at Steam's home streaming, this is going to add 30+ms of latency even in perfect network conditions (wired) with more powerful video decoding hardware than the iPad Pro SoC. And that's only with 1080p video; If you want full iPad Pro res at 60fps it would be even more difficult
