Does anyone know when the unlocked 4S will be available? I may try to sell my AT&T 4S and put in a bit more cash to get the unlocked one.
 
The IMEI database is at, and maintained by, the GSM Association, not Apple. Association members include both carriers and manufacturers, and each has the ability to update records that they "own" in that database.

When Apple sells a phone that is locked to AT&T, it's AT&T who has the ability to update this record in the future, not Apple. Apple cannot unlock your AT&T phone, only AT&T can.
