im currently using iOS 12 on an iPad mini 4 with Safari open on the left and iMessage open on the right, all while watching a livestream from YouTube in PiP

Why can’t the iPhone XS Max do this when the crappy iPad mini can?

It has had multitasking since the beginning. It will probably never have a split screen UI like you want. The display is too small.
 
The iPad has a bigger screen which makes more sense to have multitasking. It’s possible this feature may come to iPhone in the next major iOS 13.

The XS max display is not too small, at least fer PiP. They could easily add this feature but don’t so they can charge you fer it in a new model.

They can’t even bring landscape support for all their apps and even remove it for ones that did support it like the App Store so I don’t see this happening anytime soon.

Like they forced you to buy an iPad Pro to get it?

There are plenty of people (including me and Apple) who think PiP on a mobile phone screen would be so small it would be useless.

At the same time there are plenty who think it wouldn't be, and some of those actually make sure of it on various phones.

Well... given that Apple agrees with me I guess I ‘win’. You can’t have it on your iPhone.

PS. On my daily commute I see absolutely truckloads of people watching video on their mobile phones, never once have I seen anybody using PiP. So it can’t be that popular.

It's not about winning, it's about what Apple has decided. It also doesn't mean that it's necessarily the right or the best thing as Apple has certainly changed things over time that they didn't provide before for one reason or another (or perhaps even no particular reason at all).
 
I will say that PIP on my 10.5” iPad Pro is of limited use as the window is so small (maybe 2” diagonal) as to make it almost impossible to see what is going on. The ability to resize the PIP screen would help greatly on the iPad, and would make it more usable on the Plus/Max phones, should Apple allow it.

If this was the case, it will be plenty of posts of people on this forum complaining about battery drops and phones getting hot. Without even knowing why
 
It is when it comes to differing opinions.
Not sure that's how opinions work in a case like this. But that's really either here nor there in terms of this discussion. So, yeah, sure, winning.

You do realize you can change the size. Use it on my IPP 12.9 all the time ....

Why? Do it on my Android all the time. Well, split screen, not true pip.
Has minimal negative effect on the battery.

And then people will start suing Apple, because their eyesight was ruined from spending too much time on a small device.

You might be young and healthy now, but when you get in to your 40s, you’ll use small screen devices far less.

Oh come on!! I’m in my 50’s and use split screen on my Razer. Wish my 8+ had it.

Not everyone’s eyes are equally built. In my experience, even with glasses, there is too much strain on the eyes when using a small screen for extended periods of time. I’ve noticed this on the first day, when I switched from 15 inch screen laptop to a laptop with a 13 inch screen. Maybe I should eat more carrots.

Ahh speculated excuses. Key word OP used was "multitasking". The option would be nice, doesn't have to be used if you think the screen is too small. PIP is nice to bounce to another app and not have whatever you're watching pause or drop out of memory and require a refresh. There's been plenty times I've watched Netflix/Twitch and browsed reddit at the same time or responded to an email on both my iPad Mini and S9+.
