Will the Mac mini be rebranded Mac Neo?

That would be so crazy if they did.

I'd much rather see them keep an M4 option (or even an M3) as a super-budget tier Mac mini when the M5 Mac mini comes out than see them create a Mac Neo with an A-series chip. Kind of like how Apple always keeps a previous gen iPhone on sale to help with the budget market.

Easy one there - just keep the 16/256 sku of the m4 mini and drop the price to 499 while the entry level m5 mini is 16/512 and 699. But with nand being in shortage as well as ram plus wanting to keep m4 out of the official lineup with future support in mind I think they’d be better off leaving m4 minis at third party retailers as I suspect they’d could be phasing out smaller storage sizes due to supply chain availability on 256gb nand
