Will the OS4 multitasking allow for "Locale" like apps?

Does anyone know-
Will the new OS4 allow for an app that changes your iPhone's setting based on locations, etc like Locale (see link for description) for the Android?

This might be the factor that I base my upgrade decision on.

No. Apps can't touch phone settings, etc. They're still sandboxed. Just now some are able to perform tasks in the background.
