Will UK iphone4 be available unlocked?

Anyone know if UK iphone4's will be available on payg and unlocked as per current phones ?
 
I doubt they'll be unlocked, but some networks might unlock them. O2 currently charge £15 for the 3GS and T-Mobile unlock other phones for about that.
