Will Verizon stores have the iPhone 4S on release day?

Does anyone know? The nearest Apple store is 3 1/2 hours away and I would rather pick it up than ship it.

Also, when does Apple charge for preorders? Is it when you actually preorder it, when it ships, when it's delivered, etc?
