Not likely. Watch to watch? That makes little to no sense for a vendor. Be miserable for scanning barcodes, entering purchase and customer info.

I'm not sure about between Watches but third party apps are allowed to use NFC as long as it's in the context of Apple Pay. Chase is demoing ATM withdrawal using NFC/Apple Pay.

IPad supports ApplePay in apps.
The inactive NFC chip was required because it is used for the secure element.

Yeah, I was thinking that before. Be good if you can transfer funds between accounts that way.

Eg. You're at the amusement park with your kids. Tap them some funds, let them be on their way.
